ULM is double listed because they have two bailers with identical top scores. Enock Makonzo, formerly a safety for Coastal Carolina, is listed as a transfer (.8900) but has apparently declared for the CFL draft. Also, Louisiana took some massive talent hits after the departure of Billy Napier, including several .9000+ guys.
